Information on Proposed Suncrest 230 Kv Loop-In Project Impacting Alpine, Dehesa, Harbison Canyon and Crest
At the direction of the California Independent System Operator, the state’s electric grid operator, SDG&E has developed a proposal for the Suncrest 230 kV Loop-In Project.
The proposed project would construct an approximately 14.5-mile, double-circuit 230 kV transmission line connecting SDG&E’s existing Transmission Line 23021 near El Cajon to the existing Suncrest Substation, located south of Interstate 8 and east of Alpine. The project includes both overhead and underground segments, including an underground segment proposed along La Cresta Road.
The proposed route would cross unincorporated communities of Alpine, Crest and Harbison Canyon.
Because this is a regulated utility transmission project, the permitting and environmental review process is being conducted at the state level through the California Public Utilities Commission. The Crest-Dehesa-Granite Hills-Harbison Canyon Planning Group does not have authority to approve, deny, or impose conditions on the project.
The Planning Group is a county-level advisory body formed to advise the County of San Diego on community planning and land-use matters. Under County policy, when a planning or land-use matter does not require County approval, a Planning Group may discuss the matter, but its only formal action is to advise the County of the group’s perspective.
In the interest of providing area residents with information about this substantial project, the Planning Group is providing this page so members of the community can learn more and participate in the state-level review process. The Planning Group voted unanimously on June 8, 2026, to identify this project as a matter of community concern, and that information was immediately relayed to County Supervisor Joel Anderson.
Approval, modification, or rejection of the Suncrest 230 kV Loop-In Project will be decided through the California Public Utilities Commission process.
To have an impact, residents interested in commenting on the proposed project should direct those comments to the CPUC, which has jurisdiction and the power to approve, modify or reject it. A link to provide comments to the CPUC is provided below.
